Future Plans of PMRDA:

With an aim to turn Pune Metropolitan Region into a world-class economic growth engine for the country, a comprehensive plan is being put in place. This meticulous planning shall ensure that the focus is solely on the Pune Metropolitan Region (PMR) and a dedicated focus is established to attract Foreign Direct Investment (FDI).

In order to achieve the objective of highest ease of doing business in the PMR area, several design tools shall be deployed such as Preparation of Existing Land Use Plan, Micro-Mapping of the region, Geo-Referencing of all the land parcels as well as Terrain & Soil Strata Mapping. Also, to facilitate business ease, a hassle-free access to all necessary government offices shall be established.


PMRDA Key Projects List:

Hinjawadi to Shivajinagar Metro:

  • In an effort to effectively tackle traffic issues in Rajiv Gandhi IT Park, Hinjawadi, and the surrounding areas while promoting sustainable urbanization, the Pune Metropolitan Region Development Authority (PMRDA) is overseeing the implementation of Pune Metro Line-3. This metro line connects Hinjawadi to the city center Shivajinagar as part of the Mass Rapid Transit System.
  • The metro route commences from Maan, Hinjawadi, and traverses through Wakad, Balewadi, Baner, University Chowk to Shivajinagar, concluding at the Hon’ble District and Sessions Court in Pune. Spanning a length of 23.203 km, this elevated metro route encompasses 23 stations.
  • Notably, this marks the inaugural project to be executed under the Public Private Partnership (PPP) framework, as per the Central Government’s New Metro Rail Policy of 2017. The development follows the Design, Build, Finance, Operate, and Transfer (DBFOT) model.
  • The project has been entrusted to the Joint Venture of TRIL Urban Transport Pvt Ltd and Siemens Project Ventures GmbH, with a dedicated entity named ‘Pune IT City Metro Rail Limited’ established to oversee its execution.
  • With a designed capacity to accommodate 30,000 Peak Hour Peak Direction Traffic, the metro is projected to serve approximately 3.33 lakh commuters daily in its initial years of operation, boasting an estimated travel time of 35 minutes for the entire route.
  • The total cost of the project, which includes expenses related to land acquisition, utility shifting, etc., amounts to Rs. 8313 crores. The implementation of the metro is anticipated to contribute to a reduction in pollution levels, prevention of accidents, alleviation of road traffic congestion, and an overall enhancement of the city’s livability index.

Pune Ring Road:

The Government of Maharashtra granted approval to the proposal for the Pune Ring Road, located outside the jurisdiction of Pune and Pimpri Municipal Corporation in the Pune District Regional Plan. This approval, conveyed through a notification dated November 25, 1997, specified the allocation of a 90-meter width for the Pune Inner Ring Road.

Mahalunge – Maan TP Scheme

  • The Pune Metropolitan Region Development Authority (PMRDA) has outlined plans to initiate the first Town Planning (TP) scheme in Mhalunge – Maan Taluka, Mulshi.
  • This scheme has received approval from the Maharashtra Regional & Town Planning (MRTP) under Act 1966, as per Clause 60(1), dated 05/08/2017.
  • Mhalunge – Maan Town Planning Scheme (TPS) has obtained approval under 86(1)C and has been officially published in the gazette.
  • To facilitate infrastructure development within the Mhalunge-Maan TPS, administrative approval amounting to 616.90 Crores was granted in the year 2017. The total area covered under this Town Planning Scheme is 250.26 hectares.

Indrayani Riverfront

The Indrayani River Rejuvenation Project is being carried out by the Pune Metropolitan Region Development Authority (PMRDA) in Pune. The objective of this project is to mitigate pollution in the Indrayani River and facilitate its revival. M/S WAPCOS Limited in Chennai has been appointed to prepare the pre-feasibility report for this initiative.

Yerwada Building

The planned PMRDA Corporate Office Building in Yerwada, Pune, is a meticulously designed structure that prioritizes both efficiency and comfort. This 10-storeyed building, spanning an area of 25,100 square meters, is a Green Office Building with a prestigious IGBC – PLATINUM rating. It is intended to accommodate the operational functions of a rapidly expanding organization with a unique commitment to the sustainable growth of the Pune Metropolitan Region (PMR).

Situated at a strategically chosen location, the proposed site is well-connected to the nearest airport, railway station, and major cities through a well-established road network. The Corporate Office building will feature two separate entrances to enhance accessibility for its occupants and visitors alike.

Wagholi Fire Station

The construction of a Fire Station at the Wagholi location primarily aims to offer fire and emergency services to the residents of Wagholi, including those in nearby villages and industries.

Chhatrapati Sambhajiraje International Airport

A Special Purpose Vehicle (SPV) has been established for the Chhatrapati Sambhajiraje International Airport in Pune (Purandar) District, Pune. A total of 2,832 hectares of land has been designated for the airport, encompassing the villages of Vanpuri, Kumbharvalan, and Udachi Wadi within PMRDA jurisdiction, as well as Ekatpur, Munjawadi, Khanwadi, and Pargaon Villages outside PMRDA jurisdiction. The Maharashtra Government has appointed Maharashtra Airport Development Co. Ltd. (MADCL) as the Special Planning Authority (SPA) for this notified area of 2,832 hectares, as per the Government of Maharashtra, Urban Development Department.

Pune Mumbai Hyperloop

The Pune-Mumbai Hyperloop Project is an innovative transportation initiative that aims to connect the two major metropolitan cities of Pune and Mumbai using cutting-edge Hyperloop Technology. This proposed project envisions significantly reducing the travel time between Pune and Mumbai to approximately 30 minutes. The Hyperloop system operates on the principle of specially designed passenger pods swiftly traversing through a partially vacuumed environment within sealed tubes.

Augmentation to Wagholi water supply scheme

The project is budgeted at Rs. 23.10 crores and has been assigned to M/s. Anvi Construction, Sangli, as per the work order issued on 19/09/2019. Additionally, M/s. Unity I.E. World Pvt. Ltd. has been appointed as the Project Management Consultancy (PMC) for this undertaking.

Development Plan

The Development Plan stands as one of the most extensive planning assignments in the state, encompassing a vast area of 6166.30 sq. km., which includes 817 villages. The primary objective of this plan is to position the Pune Metropolitan Region (PMR) as the leading economic hub in India, aligning with PMR’s mission of becoming an International Premium Investment Destination. The overarching vision of the plan is to stimulate employment opportunities and transform the region into the most livable and habitable area for all residents.

Draft Development Plan of Pune Metropolitan Region (2021-2041):

Land Monetization

A private agency has been engaged to evaluate the land transferred to the Pune Metropolitan Region Development Authority. Through these efforts, activities such as conducting surveys of the government-acquired land for fundraising purposes, assessing business viability in light of market conditions, and formulating a plan for maximum funding through the Public-Private Partnership (PPP) model will be undertaken. The Request for Proposal (RFP) will be prepared, and the subsequent development process of the project will also be managed by the same agency. This mechanism has been assigned to oversee the four plots received by the government at that time.

Record Room

The Pune Metropolitan Region Development Authority has embarked on a comprehensive scanning initiative, employing software designed for scanning, indexing, and preserving documents, totaling up to 40 lakh 25 thousand pages. This software registers files contained in the Authority’s records. The responsibility for this task has been assigned to an institute, and as of now, 23,84,271 records of the Authority are currently undergoing this process. The goal is to complete the digitization of the entire archive room by December 2020, ensuring the preservation and accessibility of updated records within the Authority.
