Introduction

The Pune Ring Road, spanning 170 km, aims to alleviate the challenges posed by high-traffic commuting conditions in the city. The western phase’s land acquisition is anticipated to conclude by the end of September 2023, signaling progress towards the project’s targeted completion in December 2026. The impact of this six-lane connectivity corridor on Pune’s real estate landscape is a key consideration. Some people call this outer ring road, and some inner ring road, it is creating naming confusion.

Originally conceived in 2007 to enhance connectivity within the city and its suburban regions, the Pune New Inner Ring Road faced setbacks due to a lack of funding. However, in September 2021, the Maharashtra government granted approval for a substantial sum of Rs 26,831 crores, encompassing construction and land acquisition expenses for the 173-km-long Ring Road project.

Despite its conceptualization by the Maharashtra State Road Development Corporation Limited (MSRDC) in 2007, the project experienced multiple delays. With the state now imposing a deadline for completion by December 2026, the Pune Outer Ring Road has garnered the necessary momentum. As of the latest update, the land acquisition process for both the western and eastern phases is anticipated to be finalized by the end of September 2023.

Recognized as an ambitious undertaking, the Pune Ring Road, once realized, is poised to regulate outbound traffic, preventing it from congesting the city. Given Pune’s strategic location at the convergence of three major highways – NH-4, NH-50, and NH-9, the city witnesses substantial outbound traffic daily. This influx has significantly impacted Pune’s infrastructure and traffic conditions, with a noticeable surge in vehicular traffic recorded in recent years.

As per Maharashtra State Road Development Corporation (MSRDC) officials, the Pune new ring road project is expected to be completed by December 2025.  In November 2022, the state cabinet had given approval to the MSRDC to raise a loan of Rs 35,629 crore to acquire land for three major road infrastructure projects in the state from Housing Urban Development Corporation (HUDCO). Of these three projects, the Pune ring road project will be allotted about Rs 11,000 crore for land acquisition from 83 villages in Pune district. The project work will commence in April 2023.

According to the state’s urban development minister, the proposed Ring Road would help in the reduction of pollution by about 25% and boost socio-economic development in the region. He also said that the project would improve road connectivity in Pune. He highlighted that the vehicles travelling to areas like Saswad, Nashik, Ahmednagar, Konkan and Mumbai pass through the city, thus, causing traffic congestion and air and noise pollution. The Ring Road would significantly reduce the travel time and distance. It would involve the acquisition of around 1554.64 hectares of land, he said.

The Pune Metropolitan Region Development Authority (PMRDA) will start the development work on the 32-km Pune ring road section from Chakan to Nagar Road after the monsoon, according to the PMRDA officials. The work will be carried out in phases.

Overall, the Pune ring road project would connect key motorways – including Pune-Nashik, Mumbai-Pune-Solapur, Pune-Ahmednagar, and Pune-Satara, as well as 29 villages surrounding the city.

The four phases across which the Pune Ring Road map will be spread include:

• Phase 1: Theurphata – NH 9 – Kesnand – Wagholi – Charholi – Bhavdi – Tulapur – Alandi – Kelgaon Chimbli – NH 50
• Phase 2: NH 50 – Chimbli Moi – Nighoje – Sangurde – Shelarwadi – Chandkhed – Pachne – Pimploli – Rihe – Ghotawde – Pirangut.
• Phase 3: Pirangut – Bhugaon – Chandni Chowk – Ambegaon – Katraj
• Phase 4: Ambegaon – Katraj – Mangdewadi – Wadachiwadi – Holkarwadi – Wadkinaka – Ramdara – Theurphata – NH 9

That’s not all, the Pune Ring Road will feature various benefits. It will be available at a six-lane stretch and have two service lanes. Along with that, the Pune Ring Road will also feature:

• eight flyovers
• four bridges
• two service lanes
• seven viaducts
• 14 subway roads
• 13 funnels.

The circular, 173-km route of the road, is not only expected to improve the poor commuting conditions across the city but also open investment avenues in 29 real estate markets that lie along the approved alignment of the Ring Road. Once the road is operational, these micro-markets are likely to come up as housing hubs, with easy connectivity across the city. This could also cool down property prices in the main hubs such as Kalyani Nagar, Koregaon Park, Viman Nagar, Magarpatta, etc. Apart from this, the Ring Road will connect six major highways passing through the city:

The Pune district authorities proposed two ring roads to help commuters reach the national highway routes quickly. The 173-km Pune ring road is being implemented by  MSRDC and the other will be implemented by the PMRDA.

This highway with a vehicle speed limit of 120 kilometres per hour will connect the taluks of Khed, Haveli, Purandhar, Bhor, Mulshi and Maval. It’s alignment has been divided into 3 sections:

As per the latest government confirmation, the commencement of Pune Ring Road construction is scheduled for December 2023, with an anticipated completion by date December 2026. The entire project is expected to be ready within a three-year timeframe.

The final stages of land acquisition are projected to conclude by Mid 2024. Once the land is prepared, the government estimates a 3-4 month period to initiate the road construction process. The current estimated cost of the project stands at approximately Rs 158.87 billion.

At present, 90% of the measurement process has been finalized, and the land acquisition proposition has been set into motion. The land acquisition project is reaching its final stages. Notably, improvements are underway on the eastern side of the proposed ring road. The construction procedure faced delays due to the impact of COVID-19; however, efforts are being streamlined to expedite the process. The government is actively working to ensure enhanced connectivity between Pune, Nashik, and Bangalore via the Ring Road.

• According to news reports, the 172 km Pune Ring Road will have five or more logistics centres built by the Maharashtra State Road Development Corporation (MSRDC).
• Pune Metropolitan Region Development Authority (PMRDA) has asked the Maharashtra government to pay the land acquisition cost of  INR 7,200 crore. To purchase 38.62 hectares of land for the 5.4 km portion from Solu to Wadgaon Shinde, the state government is expected to pay PMRDA INR 350 crore, according to media sources. The anticipated cost is INR 14,200 crore, which includes the cost of land purchase & road construction.
• According to officials, landowners will receive an average payment of INR 3.7 crore per hectare. In this phase, the authority will spend INR 2,348.92 crore to purchase 618.8 hectares of land spread over 32 villages.
